The Bipartisan Index is compiled by the nonpartisan Lugar Center and McCourt School of Public Policy. It measures how often a member of Congress introduces bills that earn co-sponsors from the opposite party and how often they in turn co-sponsor legislation introduced from across the aisle - it excludes non-binding resolutions and ceremonial bills, seeking to encourage lawmakers to be more bipartisan when writing or co-sponsoring meaningful policy. Ranking 13th among 437 members in the House of Representatives who served in the 117th Congress, Rep. Phillips is in the top 3% of his peers when it comes to bipartisan policymaking.
